Who can see Alerts?

Alerts can only be seen by administrators and by managers, as explained below:

Administrators can see results for all groups, and will thereby also be able to see all of their triggered alerts.
Managers can see alerts for the groups they are direct manager over, plus all subgroups of those groups.
