How can I create new users in our handbook? The [+ Create] button is grayed out.

When the [+ Create] button is grayed out, it means that you have Simployer Portal, and all user administration must be handled there. You need to have the role of HR Administrator or System Administrator in Simployer Portal to create a new user or make changes to an existing one.
